Ye Zhanbei, male, born in Tongcheng, Anhui Province in 1970, is a Doctor of Law, professor, and hold a concurrent post in deputy dean of School of Public Administration, Nanjing Audit University, and an expert in the Office of the Central Network Security and Informatization Commission, an expert in the Ministry of Education degree and postgraduate education expert database, an evaluation expert in China post-doctoral fund project, a communication evaluation expert in National Social Science Fund Project, a post-project appraisal expert in National Social Science Fund Project, an expert in Chinese Administrative expert database, a member of China's Administrative Management Association, a director of Chinese Government Performance Management Research Council, an executive director of the Teaching Research Institute of Chinese Society of Administration, an executive director of Jiangsu Provincial Society of Administration.

II. Educational Background

In 1994, graduated from Anhui Normal University (Bachelor).

In 1998, completed the teaching assistant class of Zhejiang University.

In 2002, graduated from Nanjing Normal University as a graduate student of law (Master of Law)

In 2006, graduated from Nanjing Normal University as a graduate student of law (Juris Doctor).

IV. Research Fields 

His main research fields include online public opinion, political network events, government big data, smart government and government information security audit, etc. As of June 2018, the H index of **** circle was 12. He has published monographs and textbooks such as Supervision of Public Opinion and Response to Local Government's Online Public Opinion, Research on Innovation of Online Public Opinion Management Adapting to Urbanization Development, Introduction to e-Government, Principles of Administration, and Case Analysis of Public Administration. In the Administration of the People's Republic of China, the Problem of the Agricultural Economy, the Jiangsu Social Sciences, the Tsinghua University Education Research and other journals, he has published more than 50 high level papers, among which the article Adapting to the Trend of Mass and Differentiated Communication and Accelerating the Construction of A New Pattern of Public Opinion Guidance - The Perspective of Network Communication was reprinted in full by Xinhua Digest. In recent years, he has presided over one key project of National Social Science Fund, one project of Jiangsu Provincial Social Science Fund and many other research projects. The achievements of the think tanks, Suggestions on Speeding up the Public Opinion Guidance of Online Mass Events and Countermeasures and Suggestions on Speeding up the Public Opinion Guidance of Online Mass Events in Our Province, were selected into the National Social Science Fund Results Report and Jiangsu Publicity Work Trends: Special Issue on the Results of Social Science Fund, respectively, and submitted to the Party and state key departments for internal reference. He was awarded the first prize of the 14th outstanding achievement in philosophy and social sciences of Jiangsu Province, second prize of excellent achievement of social science application research project in Jiangsu Province, second prize of outstanding paper in the sixth academic conference about philosophy and social science in Jiangsu Province, second prize of outstanding paper in the annual meeting of Chinese Administration Society, third prize of the outstanding young and middle-aged paper third prize in history of international communist movement in China, second prize of united front theory research achievements in Anhui province, third Prize of outstanding achievement in social science of Bengbu City, third prize of the 11th Five-Year Plan scientific research outstanding achievement of Anhui University of Finance and Economics, third prize of young teachers basic teaching skills competition in Anhui Province and so on.

一、基本情况

叶战备，男，1970年生，安徽桐城人，法学博士，教授，现任南京审计大学公共管理学院副院长，兼任中央网络安全和信息化委员会办公室专家、教育部学位与研究生教育专家库专家、中国博士后基金项目评审专家、国家社会科学基金项目通讯评审专家、国家社会科学基金项目结项鉴定专家、《中国行政管理》专家库专家、中国行政管理学会会员、中国政府绩效管理研究会理事、中国行政管理学会教学研究会常务理事、江苏省行政管理学会常务理事。

四、研究领域

主要研究领域涉足网络舆情、涉政网络事件、政务大数据、智慧政府以及政府信息安全审计等。截止到2018年6月，****圈H指数为12。先后出版《舆论监督与地方政府网络舆情应对》、《适应城镇化发展的网络舆情管理创新研究》、《电子政务概论》、《行政学原理》、《公共管理案例分析》等专著和教材，在《中国行政管理》、《农业经济问题》、《江苏社会科学》、《清华大学教育研究》等刊物发表了50多篇高水平论文，其中“适应分众化、差异化传播趋势 加快构建舆论引导新格局——网络传播的视角”一文被《新华文摘》全文转载。近年来，主持国家社会科学基金重点项目、江苏省社科基金项目各1项以及其他科研项目多项。智库成果“加快网络群体性事件舆情疏导的建议” 、“加快我省网络群体性事件舆情疏导的对策建议”分别入选《国家社会科学基金成果要报》和《江苏宣传工作动态：社科基金成果专刊》，报送党和国家重要部门内部参阅。先后获的江苏省第十四届哲学社会科学优秀成果一等奖、江苏省社科应用研究精品工程优秀成果二等奖、江苏省哲学社会科学第六届学术大会优秀论文二等奖、中国行政管理学会年会优秀论文二等奖、中国国际共运史年会优秀中青年论文三等奖、安徽省统战理论研究成果二等奖、蚌埠市社会科学优秀成果三等奖、徽财经大学“十一五”科学研究优秀成果三等奖、安徽省全省青年教师教学基本功竞赛三等奖等诸多奖项。
